Joan Batlle
Joan Batlle
is the Head of International Cooperation on e-Government and Innovation of the Barcelona City Council.
He has a Degree on Physic Sciences at Barcelona University (UB), a Postgraduate Diploma on Information Technology Auditory at the Polytechnic University
of Catalonia (UPC), and a Master Degree on Management of the Information Technologies at the Ramon Llull University (RLU). Hi is now a PhD
student in Barcelona University.
Mr. Batlle has been the Technology Co-ordinator of Internet Services since 1997 as well as European Projects Manager. He worked in several technological
areas leading in 1991 the introduction of Client/Server Platforms supporting today most important internal processes in the municipality, and the introduction
of a Web Content Management System in 2002.
Since 2007, he is the responsible of the City Council involvement in International Networks related with ICT and e-Government, and acts as the contact
point for the EC relations. Among other activities, the department is charge of the Barcelona SmartCity model conceptualization and dissemination.
It acts as observatory for Information Society and e-Government, and is in charge of European projects and internal ICT based innovation promotion.
During last years Mr. Batlle directed the "European Local e-Government Bench-learning" survey and participated in other works on e-Government field as:
the "European Charter of Citizens Rights on the Information Society", the "e-Government City Models: cases from European Cities" study, the report
"Key success factors on eServices adoption", and published some papers related with e-Government and ICT innovation in public administrations.
